Peaks and pitfalls of multilevel policy coordination: The South American Conference on Migration

Regional Consultative Processes (RCPs) have become a central component of migration governance; these are the loci interstate policy discussions. Currently, 15 RCPs meet worldwide in every region, except Caribbean, to form non-binding agreements and coordinate approaches. Building on previous reports, governance literature, existent thematic analyses specific we evaluate RCPs’ multilevel coordination by comparing national laws regional topics accords. We compare two decades legislation all 12 South American countries discussion at Conference Migration (SACM) since its first annual meeting 2000. find synergies discrepancies between translating strategies from RCP into national-level management. The SACM has reinforced member states’ focus integration provided space for dialogue agree approaches best practices. Yet, not uniformly incorporated legislation. Our analysis reveals complexities that face overcoming regional-national immigration coordination.
